President of the federal republic of Nigeria has said that Nigeria cannot afford to pay the 36 ministers therefore not all the 36 ministerial nominees will be ministers, as some of them would only sit in the cabinet in other to meet the constitutional provision .
President Buhari revealed this in an interview with The Nigeria Television Authority and other media outlets.

I think we would be lucky to have half of that now because we cannot afford it . Others may be substansive ministers, but they will sit in the cabinet because that is what the constitution says and we cannot operate outside the constitution''
